The Nogun-ri incident is the killing of refugees by U.S. soldiers near Haga-ri, Yeongdong-eup and Nogun-ri, Hwanggan-myeon, Yeongdong-gun, Chungcheongbuk-do for 5 days from July 25, 1950.
Refugees were walking along the railroad track on July 26, 1950. When those in the front approached about 100m west of the railroad bridge, U.S. soldiers appeared and stopped them. The soldiers radioed and 2 U.S. airplanes bombed and killed many people.
When the survivors of the air strike fled under the bridge, the U.S. soldiers blocked them and fired at them from both sides for three days. Young people escaped but children, women, and old people couldn't escape and many of them died.
The Victims' Families Association has submitted petitions over 30 times to the Korean government and government agencies since October 1960 to restore the honor of the victims' families, carry out a memorial project for the victims, and find the truth about the incident.
The Associated Press reported the incident on Sept. 29, 1999 and the presidents of Korea and the U.S. instructed investigation. For 1 year 3 months from Jan 12, 2001, inquiry teams of both countries investigated the incident separately. After the inquiry, President Clinton released a statement expressing his regrets over the incident.
National Assembly passed a special act for the restoration of honor for the victims of Nogun-ri incident and the Korean government promulgated the act(No. 7175) on March 5, 2004. And examination of the reports of victims was carried out and Committee for the review of Nogun-ri incident victims and restoration of honor(CRNIVRH) was held on May 23, 2005. CRNIVRH confirmed 218 victims and 2,170 family members of the victims.
