Chung-Eun-yong submitted damage claim at the Seoul Office of the USFK on Dec. 27th 1960 and published ¡°You, do you know our agony?¡± a non-fiction novel based on the Nogun-ri Incident on Apr. 15th 1994.

Since April 29th 1994 when the non-fiction novel was published, AP first reported on the Nogun-ri Incident followed The Hangyeore, Hankuk Ilbo, Gyeonghyang Daily and ¡°Mal¡±, monthly magazine.

As the Nogun-ri Incident was known to the world thanks to the the AP report, 'New York Times', 'Washington Post', CNN, ABC and NBC hurried to make the Incident headline.

With the start of the Joint investigation, Yeongdong County Office began to receive damage claims by Nogun-ri Victims.

The Korean government organized ¡°Nogun-ri Incidient Settlement Center¡± under the leadership of the head of Office for Government Policy
Coordination on Oct. 11th 1999 and conducted fact-finding mission centering around fact-finding team of the Defense Ministry Officials.

The US and Korean government established Bilateral Coordinating Group to find facts of the Nogun-ri Incident.

During the fact-finding period, victims and witnesses testified (4 times, 51persons) and 35 people delivered their taped and written evidences. For investing the then situation, about 30 persons of policemen and references heard the testimony.

Nogun-ri Incident Advisory Panel visited the Incident places and heard the victims¡¯ testimony at Yeongdong County Office.

Under the leadership of General Louis Caldera, delegates of the US Nogun-ri Incident Settlement Team visited the incident place, hearing on detailed information on the incident by survived victims.

Investigators from the Fact-finding Team collected data two times at the National Archives and Records Administration. During the investigation period, a total of 865 pieces of data were referred and Korea furnished 93 pieces of data to the US, while the US offered 490 pieces of data to Korea.

Led by the head of Office for Government Policy Coordination, Joint Meeting was held with the presence of vice ministers of related Ministries, experts of related areas and members of the Nogun-ri Incident Settlement Committee.

Nogun-ri Incident Fact-finding Team members removed the bullets, which had stuck in the walls of Ssangul over 5 decades, for component analysis.

A total of 59 bullets were removed from walls of Ssangul and waterway, 316 bullet marks were founded and 135 empty cartridges and derelicts were excavated from expected shooting places.

Plate-hanging Ceremony was being held led by members of the Victim Approval and Restoration of Impaired Reputation Committee.

Presided by Lee Won-jong, governor of the north Chungcheong province, the fist Working Level Committee meeting was held. Over the third meetings, the committee approved 235people as victims, 2,414 as bereaved family members, 165 ones¡¯ census registration as to be corrected and 32 as to be medically supported.

Over the three times of meeting, the committee verified whether victims¡¯ wounds had arisen during the Incident and assessed the medical support compensation.

Thirty two reported Nogun-ri victims suffering from wounds got through medical examination at Cheongju Hospital with the help of financial support by the north Choongcheong province.

Deliberation Report Preparation Team was presiding over its first meeting. Through the 4th meeting and 7th meeting of the sub team, ¡°Nogun-ri Incident Victim Approval Deliberation Report¡± was created.
